we would like to bring you up to date with an important information and decision in accordance with the Rector’s resolution:
- The study process and examinations at the Faculty of Public Administration are carried out completely online until the end of the semester. Instructions regarding the examinations will be send to you directly from lecturers. In any case you have to sign up for the Exam in Studis (at least 5 days before the examination date, only in case of seminar paper it is NOT necessary to sign up in Studis, …)

In view of the current coronavirus situation and in accordance with the proposal of the COVID-19 Coordination Team at the University of Ljubljana based on the opinion of epidemiologists and infectologists, the University of Ljubljana Rector, Igor Papič, has adopted the following resolution>>.
The validity of all measures cancelling all forms of direct instruction and limiting personal contact in all activities at the University of Ljubljana, and recommending the use of other forms of educational activity and communication, is extended until and including 30 April 2020, in accordance with the resolutions adopted by the College of Deans on 12 March 2020.
This resolution shall be valid until it is revoked, but at least until and including 30 April 2020, and shall apply immediately.

From 30 March 2020, 00.00 hours some new measures are taken in Slovenia. Among others – when moving or staying in a closed public space, it is mandatory to use protective masks or other means of protecting the mouth and nose area (scarf or other similar protection) that covers the nose and mouth, as is the use of protective gloves. From midnight there is a new ordinance regarding gathering in public places in Slovenia. Details can be accessed here>>
As a general rule, gathering in public places is temporarily forbidden. You should move around alone. Exception: you can walk to shops or parks with people who share the same household (families), but you should avoid close contacts with others. Fines: from 70 to 400 Euros.
We will get throught this, just stay healthy!

Until and including 23 March 2020 or until this decision is revoked, all forms of direct instruction (classes) are cancelled at the University of Ljubljana, including Faculty of Public Administration. Personal contact is to be limited in all other activities (where possible). Other forms of communication are to be used instead (email, video conferences, online meetings, telephones, etc.). Contacts between employees and students and external associates are to be limited as much as possible. Direct instruction is to be replaced with remote instruction and individual study. This decision shall be valid until it is revoked, but at least until 23 March 2020, and shall apply immediately. We will keep you informed of any further developments.

The new coronavirus SARS-CoV-2 causes a disease known as the COVID-19 disease. The COVID-19 disease is similar to other respiratory infections, such as flu. Symptoms of the disease include feeling unwell, fatigue, muscle aches, a temperature of 38°C or higher, coughing, and breathing difficulties in more severe cases. Data shows that up to 80% of cases are mild and patients recover without complications.
How to prevent coronavirus infection?
As with other respiratory infections, the following preventive measures are recommended to prevent infection with the new coronavirus SARS-CoV-2:
- Avoid physical contact with people showing signs of an infectious disease; maintain a distance of at least 1.5 metres.
- Avoid touching your eyes, nose, and mouth.
- If you fall ill, stay at home.
- Observe the rules of respiratory and cough hygiene.
- Wash your hands regularly with soap and water.
- If soap and water are not available, use a hand sanitiser. The hand sanitiser should contain at least 60% ethanol. Hand sanitisers are for external use only. Household cleaning products and disinfectants should not be used to clean or disinfect the skin.
- Given the current epidemiological situation, the general use of protective masks is not necessary.
- During periods of increased respiratory infection, avoid closed spaces where large numbers of people are present. Ensure that closed spaces are regularly ventilated.
What should I do if I have been in an area (at home or abroad) where coronavirus has been confirmed?
1. UL Employees
No special measures (such as self-isolation) are required for employees with no signs of illness. They may work normally with other staff members. Nonetheless, it is recommended that they follow and apply preventive measures with particular care and closely monitor any changes in their health status.
If they become ill with symptoms of acute respiratory infection (temperature of 38°C or higher, coughing, breathing difficulties) and have returned from areas where coronavirus is confirmed, or have been in contact with coronavirus patients, they must stay at home or move into a separate area and follow preventive measures (a minimum distance of 1.5 metres from others, hand hygiene, respiratory and cough hygiene, surface disinfection, room ventilation). They should consult the health service by phone (their personal doctor or the off-duty medical service) to receive instructions on what to do next.
Employees must inform their supervisor about their symptoms and absence, which will be recorded accordingly.
Exceptions are employees who work directly with patients or people who are more likely to have a serious course of illness (e.g., residents at special institutions, retirement homes, etc.), as per the decision of the UL Coordination Group for Coronavirus Measures. We ask these employees to self-isolate. If this applies to you and if you have travelled, within the last 14 days, to areas where coronavirus has been confirmed, or have been in contact with people from these areas, or think you might be infected with coronavirus, you should observe the following rules:
- do not teach any classes, or perform other activities in a clinical setting, or with any of the risk groups for the next 14 days, regardless of your health condition;
- notify your supervisor and the HR Department, who will record your absence accordingly;
- if you develop any signs of coronavirus infection (fever, coughing, breathing difficulties) during this period, inform the health service by phone or email (your personal doctor or the off-duty medical service); in this case you must also stay away from your work environment;
- do not go to a medical centre or hospital unannounced, so as not to infect others;
- if you do not become ill during the 14-day period, you can return to teaching and other activities in the clinical setting;
- in addition to these instructions concerning work in a clinical setting, you should also follow any other instructions from institutions where you are involved in the work process.
2. UL Students
No special measures (such as self-isolation) are required for students with no signs of illness. They may carry on with their study activities. Nonetheless, it is recommended that they follow and apply preventive measures with particular care and closely monitor any changes in their health status.
If they become ill with symptoms of acute respiratory infection (temperature of 38°C or higher, coughing, breathing difficulties) and have been in an area where coronavirus is confirmed, or have been in contact with coronavirus patients, they must stay at home or move into a separate area and follow preventive measures (a minimum distance of 1.5 metres from others, hand hygiene, respiratory and cough hygiene, surface disinfection, room ventilation).
They should consult the health service by phone (their personal doctor or the off-duty medical service) to receive instructions on what to do next. Students from abroad should contact the Student Health Center at Aškerčeva cesta 4, Ljubljana. Students must inform their course coordinator about their symptoms and absence, which will be recorded accordingly. The course coordinator will determine the mode of course replacement.
Exceptions are students who work directly with patients or people who are more likely to have a serious course of illness (e.g., residents at special institutions, retirement homes, etc.), as per the decision of the UL Coordination Group for Coronavirus Measures. If this applies to you and if you have travelled, within the last 14 days, to areas where coronavirus has been confirmed, or have been in contact with people from these areas, or suspect you might be infected with coronavirus, we ask you to self-isolate. You should observe the following rules and restrictions:
- do not participate in any classes, or perform other activities in a clinical setting, or with any of the risk groups for the next 14 days, regardless of your health condition;
- inform your course coordinator and the Student Office about your situation, which will be recorded accordingly; Erasmus+ students should inform their UL International Office;
- the course coordinator will determine the mode of course replacement;
- if you do not become ill during the 14-day period, you can participate in study activities without restrictions;
- if you develop any symptoms and signs of coronavirus infection during this period, inform the health service by phone or email (your personal doctor or the off-duty medical service; students from abroad should contact the Student Health Center at Aškerčeva cesta 4, Ljubljana); in this case you must also stay away from the Faculty and follow all preventive measures;
- do not go to a medical centre or hospital unannounced, so as not to infect others.
We request that students strictly follow the guidelines and any other restrictions issued by UKC Ljubljana and other healthcare institutions during their study activities at these institutions.
Are there any changes regarding the study process?
Since the current epidemiological situation does not necessitate special measures, other than those outlined above, the University of Ljubljana has not adopted any restrictions or changes to its study process and activities. Appropriate measures will be taken if the epidemiological situation so requires, and following official recommendations by government bodies (Ministry of Health, National Institute of Public Health, and Government of the Republic of Slovenia).
