Admission Requirements

Enrolment in the joint 3rd-cycle doctoral study programme Governance and Economics in the Public Sector is open to graduates of:

  • 2nd-cycle study programmes;
  • former Master or specialisation programmes (equivalent of at least 60 ECTS);
  • former specialisation programmes if they completed a professional higher education programme (candidates are required to complete additional course units of 30 to 60 ECTS);
  • study programmes leading to professions regulated by EU directives of 300 ECTS or other integrated Master programmes of 300 ECTS;
  • former study programmes leading to a university degree adopted before 11 June 2004;
  • foreign universities (the equivalence of prior qualifications is established by means of the procedure for the recognition and evaluation of qualifications in accordance with the Statutes of the University of Ljubljana).

Enrolment Restrictions

In the event of restricted enrolment, candidates will be selected based on:

  • academic success (grade point average and final thesis grade) – 50%,
  • selection exam results (selection interview) – 50%.

The competent bodies of the University of Ljubljana’s Faculty of Public Administration and University of Rijeka’s Faculty of Economics jointly determine enrolment restrictions depending on the number of suitable candidates and supervisors.

Enrollment and tuition fees

Tuition for all 3 years is €11,000.00:
1st year: €3,670.00
2nd year: €3,670.00
3rd year: €3,660.00

Possibility of payment in six (6) instalments.

Tuition fee is paid by:
  • students of non-EU countries, excluding persons granted international protection, applicants for international protection and persons from countries with which the Republic of Slovenia has concluded a bilateral agreement (Slovenia has concluded bilateral agreements with Bosnia and Herzegovina, North Macedonia, Montenegro, Kosovo and Serbia);
  • all students that have already acquired an equivalent degree of education;
  • all doctoral students;
  • all part-time students.

The tuition price list is published in Doctoral degree programmes.

Administrative costs and compulsory health insurance are not included in the fee. They need to be taken care of before the start of the studies.

Co-funding Tuition

The Decree on the co-funding of doctoral studies (Official Gazette of the Republic of Slovenia, No. 22/17) and act amending the Higher Education Act regulate the co-funding of officially recognised doctoral study programmes.

Pursuant to the Decree for the co-funding of doctoral studies and the criteria for selection of candidates adopted by the UL Senate, tuition co-funding in the academic year 2020/2021 may be granted to students meeting the following requirements:

-  they are enrolled in the 1st year of doctoral studies and have an average grade of completed studies of at least 8.00 (including the grades of all accredited study requirements in all completed study programmes)


- they have regularly advanced to are enrolled in the 2nd or 3rd year of doctoral studies  (whereby regular advancement is also deemed to be extended status for eligible reasons pursuant to the act governing higher education and the University of Ljubljana Statute and also pursuant to the Article 49 of the Act Determining the Intervention Measures to Contain the COVID-19 Epidemic and Mitigate its Consequences for Citizens and the Economy);

- they have not yet obtained the level of education matching the level of education obtained in 3rd-cycle doctoral study programmes;

- their doctoral studies, even if never completed, are not or have not been co-funded from public funds. According to this provision, students that have already been co-funded and regularly enrol in a higher year in a different doctoral study programme are also NOT eligible for co-funding.

Cross enrolment is not co-funded. Furthermore, students enrolled in an additional year (dodatno leto) are not entitled to co-funding.

Doctoral students will most likely sign a statement at their enrolment, with which they confirm their intent to be co-funded and state that they meet the requirements listed above. For more information regarding the process of checking the requirements students can turn to the UL faculty where they are going to enrol.

Students are informed of the co-funding amount after enrolment in a doctoral study programme by their faculty, generally in November. The co-funding amount for an individual student depends on the number of enrolled students meeting the co-funding requirements.


All students have to pay enrollment costs:

  • First enrollment in the program: 32 €
  • All further enrollments: € 24

Scholarships for Slovenians abroad are granted by the Public Scholarship, Development, Disability and Maintenance Fund of the Republic of Slovenia. Scholarships are granted for study at an accredited public education institution in an accredited degree programme in the Republic of Slovenia. The Fund publishes open calls for applications defining the requirements for granting scholarships and the amounts of grants.

Zois scholarships are available for international students with evidence of student status as stipulated by the Slovenian legislation (EU citizenship with at least 5-year preliminary residence, an EU migrant worker or an EU frontier worker in the Republic of Slovenia or a family member of that person, or a long-term resident). The Fund publishes an open call defining all requirements, procedures and the amount of scholarship grants.

Every year, the Fund also publishes the number of available scholarships for international students other than students from the previous paragraph. The Fund publishes the calls on its website.
