16th Toulon – Verona Conference
Welcome to the 16th Toulon-Verona (ICQSS) Conference “Excellence in Services” in Ljubljana, Slovenia, on 29 and 30 August 2013.
The Toulon-Verona Conference is the longest running conference without interruption on Excellence in Services.
During the first QMOD Conference in Zhenzhou, China, in 1997, Professor Claudio Baccarani of the University of Verona, Italy, and Professor Michel Weill of the University of Toulon, France, launched the idea of organizing a conference sponsored by their two universities on the theme of quality in higher education institutions.
Over the years, the conference has expanded its scope, welcomed hundreds of delegates and published well over a thousand research papers.
Practical information
Bus Transport: organized to and from the Conference Venue after day 1 (see map below and click on the marker A and B to see timetable).
Gala Dinner: will take place at the Ljubljana Castle. You can get to the Ljubljana Castle with Funicular Railway (return ticket – 4 EUR) or choose one of the walking paths (see map below – marker C).
Visit of Ljubljana Castle (pre-booked delegates): be at the lower station of the Funicular Railway (located at Krek Square) no later than 6.15 pm.

Transport in Ljubljana
City bus
Those wishing to travel on Ljubljana city buses, operated by the Ljubljanski potniški promet (LPP), should purchase the Urbana public transport card. The Urbana card is available from LPP ticket offices, tourist information centres and most of the city’s newspaper kiosks, news-stands and post offices. The card is priced at 2 EUR and can store up to 50 EUR of credit to be spent on city bus fares. The Urbana card can be topped up with cash at all the above mentioned sales outlets and the green Urbanomat ticket machines located across the city, mostly next to bus stops. The ticket machines accept both cash and credit and debit cards. A single journey fare is 1.20 EUR. It covers an up to 90-minute journey regardless of the number of buses needed to be changed to reach the destination.
Taxi
Taxis in Ljubljana operate by meter with a starting fee of about 1,5 EUR. It is however advisable to call a taxi rather than hail it on the street. Among the advisable ones are:

Getting into Ljubljana
When arriving by Air
After arriving at Ljubljana Jože Pučnik Airport you can take a taxi straight to Ljubljana or wait for the bus or shuttle headed for the main bus station in Ljubljana.
- Taxi: The taxi rank is right in front of the terminal. Taxis are available according to the actual arrivals of flights. It takes app. 20 minutes to the Faculty, we recommend INTERTOURS TAXI company (tel.: + 386 31 311 311) – the price is from 20 to 25 EUR or TAXI USLUGE (tel.: +386 31 350 746) – price 20 EUR/car (up to 3 persons).
- Bus: The price is 4,10 EUR. The journey time is approximately 45 minutes to the main bus station in Ljubljana. Click for available schedule here. Tickets are purchased on the bus. For information about ticket prices, please call: 090 93 4230 or check on website of AP Ljubljana.
- Shuttle connection: Departures are usually adapted to plane landings. Transfer is offered by various providers, price is approximately 9 EUR. For booking and prices check:
By Bus or Train
Ljubljana has good international rail connections. Train is also an efficient means of transport for trips within the country; distances are mainly short and travel costs low. Ljubljana is also well connected by bus services from around Europe. Bus travel is one of the most convenient forms of public transport for short trips to Ljubljana’s surrounding areas. Connections to other places in Slovenia are good as well.

History of the Conference
The Toulon-Verona Conference is the longest running conference without interruption on Excellence in Services.
- The 1st Toulon-Verona Conference was hosted by the University of Toulon, France, in 1998, and supported by the European Foundation for Quality Management with one of its representatives delivering an address on quality in higher education.
- The 2nd Toulon-Verona Conference was hosted by the University of Verona, Italy, in 1999, and welcomed Prof. Christian Delvosalle of the Mons Polytechnic, Belgium, Prof. Kostas Dervitsiotis of the University of Piraeus, Greece, Prof. Jens Dahlgaard of the Aarhus School of Business, Denmark and Peter Williams of the QAA, UK, to deliver keynote speeches.
- The 3rd Toulon-Verona Conference was hosted by the University of Derby, UK, in 2000 and sponsored by Rolls-Royce.
- The 4th Toulon-Verona Conference was hosted by the Polytechnic of Mons, Belgium, in 2001 and sponsored by the Mouvement Wallon pour la Qualité. For this 4th Conference the scope was widened to quality in health care, which was becoming a key issue in service quality.
- The 5th Toulon-Verona Conference was hosted by the ISEG of Lisbon, Portugal, in 2002 and supported, among others, by the Foundation for Science and Technology of the Portuguese Ministry for Science and Higher Education. Once again the scope of the conference was widened to include local government bodies which had begun to embrace quality management principles and practices.
- The 6th Toulon-Verona Conference was hosted by the University of Oviedo, Spain, in 2003 supported by the Centre for Quality in Asturias, the Oviedo City Council, ANECA and cajAstur.
- The 7th Toulon-Verona Conference came back to the University of Toulon, France, in 2004 supported by the Provence Regional Council, the Var Council and the Toulon Provence Méditerranée Council. To consolidate the three main themes, the conference took on the name of “Quality in Services”.
- The 8th Toulon-Verona Conference was hosted by the University of Palermo, Italy in 2005. The new theme of “Quality in Management of Cultural Heritage” appeared as, like for Health Care and Local Government previously, tourism, leisure and cultural activities began to adopt quality management principles and methods.
- The 9th Toulon-Verona Conference was hosted by the University of Paisley, Scotland, in 2006 and was supported and sponsored by the Renfrewshire Council, Gael, Quality Scotland and Ross International. The conference welcomed Professor Joseph Kelada of HEC, Montreal, Canada, and Professor Ton van der Wiele of Erasmus University in Rotterdam, Netherlands. The themes of the conference were consolidated with tourism and leisure as one of the major topics of the event, and “Quality in Services” becoming “Excellence in Services”.
- The 10th Toulon-Verona Conference was hosted by Aristotle University in Thessaloniki, Greece, in 2007 and welcomed Professor E.S.Savas of Baruch College/CUNY, New York, USA, Professor Don Westerheijden, CHEPS/University of Twende, The Netherlands and Professor Jens J. Dahlgaard, University of Linköking, Sweden.
- The 11th Toulon-Verona Conference was hosted by the University of Florence, Italy in 2008 and included the new theme of banking services. Professor Tony Bendell, UK, and Dr Stefano Nardini, Italy, were invited as keynote speakers. On the occasion of this 12th Toulon-Verona Conference, it was decided to organize the 2009 conference jointly with the QMOD Conference under the umbrella name of the International Conference on Quality and Service Sciences.
- The 12th Toulon-Verona Conference was hosted by the University of Verona, Italy, in 2009 jointly with the 12th QMOD Conference, under the common name of ICQSS. The Conference welcomed Prof. Noriaki Kano of Tokyo University of Science and Cornelis Versluis, Senior Director of Global quality, LEGO Group, as keynote speakers.
- The 13th Toulon-Verona Conference was hosted by the University of Coimbra, Portugal in 2010. The conference welcomed the world famous Dr Tito Conti, designer of the EFQM model and Prof. Pedro Saraiva of Portugal who paid homage to the late Prof. Gopal Kanji who largely contributed to the development and success of the Conference.
- The 14th Toulon-Verona Conference was hosted by the University of Alicante, Spain in 2011 and welcomed Prof. Alan Brown of Edith Cowan University, Perth, Australia as keynote speaker.
- The 15th Toulon-Verona Conference was hosted by the College of Management Academic Studies, Rishon Lezion, Israel in 2012 and welcomed Prof. Ron Kenett as keynote speaker.
