Admission requirements:
Enrolment in the joint doctoral study programme Governance and Economics in the Public Sector is open to graduates of:
- second-cycle study programmes;
- former study programmes leading to a master of science degree or specialisation following completion of a study programme leading to an academic higher education qualification (for enrolment in a third-cycle doctoral study programme, the academic programme council recognises course units totalling at least 60 credits);
- former study programmes leading to a specialisation, if candidates have previously completed a professional higher education programme (for enrolment in a third-cycle doctoral study programme, the academic programme council sets a requirement of course units of 30 to 60 ECTS credits);
- study programmes leading to professions regulated by EU directives, if they are evaluated at 300 credits, or other integrated master’s degree programmes evaluated at 300 credits;
- former study programmes leading to an academic higher education qualification, adopted before 11 June 2004.
Enrolment in the doctoral study programme Governance and Economics in the Public Sector is also open to graduates of foreign universities, whereby the equivalence of previously acquired education will be established by means of the procedure for the recognition and evaluation of qualifications in accordance with the Statutes of the University of Ljubljana.
Higher education institutions must, in accordance with the legislation governing the conditions and procedures for entry, exit and residence of foreigners in the Republic of Slovenia, conduct a direct interview with the candidate before any further academic or administrative processing of the application. This requirement applies to foreign nationals who have submitted an application for admission to higher education in the Republic of Slovenia and who come from countries presenting a higher migration risk, as defined by the list of third countries whose nationals are required to hold a visa when crossing the external borders of the European Union. Where a higher education institution justifiably suspects that a candidate does not possess the knowledge demonstrated by the documents submitted with the application, the application shall be rejected. No appeal may be lodged against the decision of the higher education institution. By issuing a rejection decision, all procedures related to the candidate’s application for admission shall be terminated in full. If, following the interview, the higher education institution establishes that the candidate meets the admission requirements of the degree programme, the academic and administrative processing of the application shall continue. Any costs incurred by the higher education institution in conducting the interview abroad or remotely shall be borne in full by the candidate.
Selection criteria in the event of restricted enrolment:
In the event of restricted enrolment, candidates will be selected based on:
- academic success (grade point average and final thesis grade) – 50%
- results of the selection exam (selection interview) – 50%.

Procedures and deadlines for application to the Call and enrolment:
In accordance with the instructions in the joint part of the Call, enrolment candidates can apply on the eVŠ web portal within two applications deadlines:
1st deadline: 30 June 2026, 23:25 (for citizens of the Republic of Slovenia, citizens of EU Member States and non-EU foreign citizens),
2nd deadline: from 15 July to 8 September 2026 (only for citizens of the Republic of Slovenia and citizens of EU Member States).
The second deadline will be issued if places remain available after the first deadline closes.
Candidates should also submit electronically on the eVŠ web portal all required documents by the end of the application deadline.
Enrolment will take place at the Faculty of Public Administration and will be completed by 30 September 2026 at the latest.
