Number of enrolment places: 20 – in total for citizens of the Republic of Slovenia, citizens of EU Member States, Slovenians without Slovenian citizenship and foreign citizens.

Admission requirements:
Enrolment in the joint doctoral study programme Governance and Economics in the Public Sector is open to graduates of:
- second-cycle study programmes;
- former study programmes leading to a master of science degree or specialisation following completion of a study programme leading to an academic higher education qualification (for enrolment in a third-cycle doctoral study programme, the academic programme council recognises course units totalling at least 60 credits);
- former study programmes leading to a specialisation, if candidates have previously completed a professional higher education programme (for enrolment in a third-cycle doctoral study programme, the academic programme council sets a requirement of course units of 30 to 60 ECTS credits);
- study programmes leading to professions regulated by EU directives, if they are evaluated at 300 credits, or other integrated master’s degree programmes evaluated at 300 credits;
- former study programmes leading to an academic higher education qualification, adopted before 11 June 2004.
Enrolment in the doctoral study programme Governance and Economics in the Public Sector is also open to graduates of foreign universities, whereby the equivalence of previously acquired education will be established by means of the procedure for the recognition and evaluation of qualifications in accordance with the Statutes of the University of Ljubljana.
Selection criteria in the event of restricted enrolment:
In the event of restricted enrolment, candidates will be selected based on:
- academic success (grade point average and final thesis grade) – 50%
- results of the selection exam (selection interview) – 50%.

Procedures and deadlines for application to the Call and enrolment:
In accordance with the instructions in the joint part of the Call, enrolment candidates can apply on the eVŠ web portal within two applications deadlines:
1st deadline: 30 June 2025, 23:25 (for citizens of the Republic of Slovenia, citizens of EU Member States and non-EU foreign citizens),
2nd deadline: from 15 July to 8 September 2025 (only for citizens of the Republic of Slovenia and citizens of EU Member States).
The second deadline will be issued if places remain available after the first deadline closes.
Candidates should also submit electronically on the eVŠ web portal all required evidence by the end of the application deadline.
Enrolment will take place at the Faculty of Public Administration and will be completed by 30 September 2025 at the latest.

Candidates will receive an information message about the electronically delayed document or notification to their email address, which they provided when applying.

- Scan/photo of the diploma for undergraduate and postgraduate level of study (scan all the pages of the original document). We will ask for authentication of the enclosed document at your faculty directly. Graduates of the UL Faculty of Public Administration and Faculty of Economics and Business in Rijeka do not need to attach diploma.
- Transcript of records for undergraduate and postgraduate level of study. Graduates of the UL Faculty of Public Administration and Faculty of Economics and Business in Rijeka do not need to attach transcript of records.
- Scan/photo of ID card for EU citizens or passport for non-EU citizens
- Certificate of nostrification or recognition of foreign education (not required)
- Short chronological description of the entire education,
- Evidence on the contents and duration of education,
- CV (Europass)
- Consent of the (Co)Mentor
- Information on the choice of the methodology course: you choose between Social science statistics and Optimisation models in the public sector (the form)
- Conceptual design of the doctoral dissertation, which needs to contain: 1. short description of the problem – half page, 2. how the topic fits into Administrative science (which specific field and multidisciplinarity) – 1 paragraph, 3. main research question, 4. possible research methods, 5. necessary data, data collection, databases, 6. the first literature list – at least 50 items
