Objectives and competences
The course allows an in-depth study of the historical development and the existing regulation and practice of the basic institutions of public administration in selected (groups of) countries. In addition to an overview of the main trends of development of the country/countries and its/their public administration/-s, the course will cover selected topics regarding the development of public administration institutions in different social and historical circumstances in Europe and particularly in Slovenia. Such topics will be analysed both in terms of administrative science, administrative law science, and other social science disciplines.
Students will gain the capacity to scientifically analyse problems, evaluate different theoretical approaches, and critically scrutinise various administrative systems and institutions of administrative law. They will learn to understand and upgrade their theoretical knowledge of administration, with emphasis on the status and functional definition of public administration bodies. Students will gain the capacity of reflective research in interdisciplinary sciences and comparative law.
The course combines the basic elements of administrative law and public administration, with due consideration of its close relatedness with other administrative courses. Students’ work is largely individual, while the selection and handling of legal issues identified in the development of public administration comply with the students’ scientific orientation.
