1. Objectives and competences



  • Knows key elements of modern e-government.
  • Can analyse advanced information technologies and services as existing or possible ways of e-business in public administration.
  • Can use legal norms to interpret the development and current state of e-government in Slovenia and around the world.
  • Is able to solve a concrete problem case that might be a situation in his future job.
  • Can test and defines services of e-government from the viewpoint of technology, processes and legal framework.


  • develops capabilities of correlating gained knowledge in the area of information science in public administration with areas of law, organisation, economy and policies.
  • evaluates main information systems and registers in Slovenian public administration which are the foundation of e-government.
  • understands legal norms for development and implementation of information systems, knows their content, organisational aspects and practical usage.
  • is capable of explanation and comparison of current development in the area of e-government in Slovenia and around the world.

  • Personal data protection and access to public information in electronic business, open data

  • Long term digital preservation and digital archiving
  • Modern web technologies and public sector (cloud computing and social media)

4. Intended learning outcomes



  • will be capable of understanding and solving issues in the area of e-government, information systems and e-services;
  • know the current state of e-government in Slovenia and around the world
  • gain basic knowledge in the area of information security in e-government, protection of personal data and public information in electronic form;
  • understand the issues of long term digital preservation and implicate them in the area of e-government.

6. Assessment

1. exam (65%):

  • written or spoken exam (can be partially or completely passed with two mid-term exams) (50%)
  • individual work (5%)
  • partial tests and active participation in lectures and tutorials (10%)

2. seminar work, corresponding activities and oral presentation (35%)

To get the final grade the following condition must be met:

  • Exam segment (all three parts together) must be positive (sum must more than 50 %),
  • Written or spoken exam must be positive (more than 50 %).
  • Final sum of all points must be positive (more than 50 %).
