As a result of fundamental changes in the international environment associated with European integration the University of Ljubljana, the Faculty of Administration and the University of Belgrade, the Faculty of Organizational Sciences, acknowledge the need to develop European joint educational initiatives. The justification behind taking such joint initiative lies in economic and political changes undergone over the past few years, which are in support of restructuring of management within the public administration that increasingly faces challenges of keeping up with global trends and implementing new know-how in everyday work. The lack of concern with regard to public sector work efficiency is a widespread problem: free from the direct pressure of competition the public sector often lags behind the international and European standards. Another justification of this cooperation lies in increased mobility of more highly educated workers at the global level and the fact that educational systems and programmes for public administration have to prepare their students for a future in which they will be compared not to their own country's institutions, but also to institutions beyond their respective borders. In order to achieve this goal the University of Ljubljana, the Faculty of Administration and the University of Belgrade, the Faculty of Organizational Sciences have prepared a Joint Master Programme: Management in Administration, to conduct international exchange and cooperation among two higher institutions with different cultural backgrounds and to make use of the joint advantages in capital, teaching personnel and equipment to establish training and study programmes for undergraduates as well as to carry out scientific research.

The programme is expected to bring about the following:

  • improved efficiency of the public sector;
  • enhanced quality of public service (including education, health service etc.);
  • better quality management, by using new managerial approaches and techniques;
  • objective assessment of success;
  • having the citizens involved in strategic decision-making;
  • faster adoption of European standards.

Major advantages of such programme would be:

  • acquisition of European graduation;
  • networked institutions;
  • implementation of practises in both countries;
  • tailor-made programme for individual needs.
